Siegfried’s collaboration with the Santa Clara Valley Water District (SCVWD) on the design of a new $2.5M warehouse and site upgrade at the Coyote Pumping Plant campus in Morgan Hill takes advantage of Siegfried’s multidisciplinary approach by integrating the best of what Siegfried has to offer. However, the true challenge lies not in the design itself, but in navigating the complexities of CEQA/NEPA clearance.
This project presents unique hurdles due to its location on land owned partially by SCVWD and partially by the Federal Bureau of Reclamation, triggering a series of NEPA requirements uncommon for such endeavors. Additionally, the project falls within a habitat mitigation plan boundary, further complicating the clearance process alongside numerous other governing studies.
Flexibility is paramount due to the nature and quantity of stored materials, necessitating a site design that can adapt to evolving District needs over time. The warehouse and storage yard must be designed with scalability in mind, allowing for expansion and adaptation as requirements shift.
